A Bakersfield city councilman has been ordered to stand trial in Kern County Superior Court on seven felony counts of unlawfully taping telephone conversations with other officials. Mayor Tom Payne and another councilman testified at a preliminary hearing that they were unaware that conversations they had with James Childs were taped. Childs, a former personnel director for the Kern Medical Center, has also been charged in a separate case with allegedly taking payments from nurses in exchange for helping them with their immigration paper work.
