Three members of the Grass Valley City Council have been ordered to stand trial for allegedly holding an illegal secret meeting to discuss firing the city’s police chief.Councilmen Tavio Battista, Brian Bennalack and Jerry Borgnis could be removed from office if they are found guilty of the misconduct charge. Charges against a fourth councilman were dismissed after he resigned from the council. In May, the council voted 4 to 1 to fire Police Chief Mel Mouser without immediately giving an explanation. Mouser was later reinstated.
