China Refinery Blast Kills 25, Injures 16

BEIJING — An explosion at a petrochemical refinery in Shanghai on Saturday killed 25 people and injured 16, the official New China News Agency reported.
Most of the victims were construction workers from outside Shanghai, the agency said. It did not say if any foreigners were involved.
Production at the refinery, which is operated by the Gaoqiao Petrochemical Co. later returned to normal.
The cause of the accident is being investigated, the news agency said.
