City officials confirmed Wednesday that four Water Utilities Department employees have been arrested in an investigation into alleged narcotics sales at two sewage treatment plants.
The arrests, which ended a six-month investigation, were made Monday at the Point Loma and Rose Canyon treatment plants by San Diego Police.
Arrested at the Point Loma plant were Billie Johnson, 32, an electrician; John Mitchell, 51, a janitor; and Carlos Mireles, 21, an equipment repairman. Johnson and Mitchell were arrested on suspicion of transporting marijuana, and Mireles was booked on suspicion of transporting narcotics.

The drug investigation was one of two involving the water department. The second is examining allegations of job favoritism and sexual harassment at the Point Loma plant.
