Hills Corridor

Why is it imperative that the San Joaquin Hills Transportation Corridor be built? An alternative and probably much more cost-effective solution would be to use the present San Diego Freeway right of way and expand it to 14 lanes.
The San Diego Freeway is already in existence and has feeder roads in place. Expansion would confine roadway to existing “useless” space and would eliminate yet another environmentally and aesthetically destructive movement of terrain.
We have precious little open space left in Orange County. Why not look at this as a sensible alternative?
