Whoops. A headline in Part II of Thursday’s Times inaccurately characterized an analysis of the San Diego City Council’s debate on a proposed Soviet arts festival as “Fest is Fizzling.” In fact, the City Council voted 6 to 2 to approve Mayor Maureen O’Connor’s request for $3 million in funding, and the festival is scheduled for the fall of 1989.
