Walter T. Rossi has been named chairman and Joseph C. Vesce has been named president of Mervyn’s, a Hayward-based operating division of retailer Dayton Hudson Corp. Rossi will continue as chief executive of Mervyn’s. Vesce previously was executive vice president-stores.
