The Nation : Written Security Programs by Foreign Airlines Sought
Foreign airlines serving the United States would be required to file written security programs and have them approved under regulations proposed by the Federal Aviation Administration. FAA Administrator T. Allan McArtor said in a statement the proposal “reflects the increased importance placed on civil aviation security worldwide because of the continuing threat of international terrorism.” FAA officials said no single incident prompted the move but some foreign carriers may have failed to meet all U.S. standards. They did not identify the carriers. The officials said the proposed rule was part of a general tightening up of security.
