De Leuw, Cather & Co. has named Gary E. Griggs vice president and manager of business development of the transportation engineering company’s Far West domestic operations at San Francisco. Griggs previously was chief engineer of a transportation infrastructure division, responsible for highway, bridge, airport, port facility and transit-related projects.
