Fifth Mideast Trip for Shultz

WASHINGTON — The prime minister of Kuwait said today that Secretary of State George P. Shultz will make a fifth trip to the Middle East this year to push his plan for Arab-Israeli negotiations.
Sheik Saad al Abdullah al Sabah, who is also crown prince of Kuwait, wished Shultz well and joined Egyptian President Hosni Mubarak as the only Arab leaders to openly endorse the plan.
However, the prime minister called also for establishment of a Palestinian state and for participation of the Palestine Liberation Organization in the negotiations.
