11,200 Troops Slain, Vietnam Wavering, Cambodia Rebels Say

BANGKOK, Thailand — Cambodia’s Khmer Rouge guerrillas said in a report made public Thursday that they killed 11,200 enemy troops in their 10th dry-season offensive against Vietnamese soldiers occupying the country.
“During this 10th dry season, the situation on the battle front . . . advanced more significantly than in previous dry seasons,” said the report signed by army leader Son Sen. “We can see clearly that in this 10th dry season, the Vietnamese enemy is wavering. . . . They are heading toward an inevitable defeat.”
Vietnam invaded Cambodia in December, 1978, to topple a Khmer Rouge government under which hundreds of thousands of people died during almost four years of rule. Hanoi has said it will withdraw its troops from Cambodia by 1990 because the Phnom Penh government will be strong enough by then to govern alone.
