Secretary of State George P. Shultz left the Soviet city of Tbilisi for Brussels to address North Atlantic Treaty Organization foreign ministers on his two days of meetings in Moscow and the planned superpower summit next month. Before departing, Shultz told the Soviet news agency Tass that his talks in Moscow had been frank but had not produced decisive results. Shultz ended two days of talks in Moscow on Friday without agreement on key arms control issues.
