Early contract talks between the United Auto Workers and Chrysler Corp. appear to be at a standstill. UAW Vice President Marc Stepp said he will decide early this week whether to keep trying for a settlement or give up the bargaining talks that began last week and try again in August. If the early talks fail, he warned, “the chances of a strike in September would be 95% or better.”
