Rewards totaling $28,500 have been offered for information leading to the safe return of 13 beagles abducted from a University of California, Irvine, research lab by animal rights activists last weekend. We Tip, a national crime-fighting organization, offered a $23,500 reward. Robert F. Phalen, director of the university’s Air Pollution Health Effects Laboratory, which has been testing beagles since 1975, is offering $5,000 of his own money. “I’d like to see these dogs’ pictures on milk cartons, personally,” he said.
