Although the Reagan Administration ordered a halt to use of a secrecy pledge last month, the Navy, Air Force and a major defense contractor have persisted in requiring thousands of employees with security clearances to sign the form, military and corporate spokesmen said. Some employees of the Raytheon Corp. said they were warned by a company manager that they would lose their security clearances if they failed to sign. The SF189 and SF189-A secrecy agreements, initiated by the Administration in 1983 to stop leaks of sensitive information, have been assailed on grounds that their vagueness is likely to chill the flow of legally releasable data to Congress.
