The California 12 interchange at Interstate 80 has opened near Fairfield, and community leaders say local financing of the project may be a sign of the times. “Caltrans doesn’t have enough money to pay for the highways this state needs,” said Charles Long, Fairfield’s assistant city manager. Fairfield used redevelopment financing to pay about $18 million of the $45-million project cost. The interchange provides Fairfield and neighboring Suisun City with a new link to the Central Valley.
