VERNON, Vt. — A reactor cooling valve failed Tuesday at the Vermont Yankee nuclear plant, prompting officials to declare a low-level emergency. A spokesman said workers had shut down one of the plant’s two diesel generators and were testing the cooling valve when it failed.
