The World : S. Africa Bans Mbeki Rally
A South African magistrate banned a rally planned for this weekend for Govan Mbeki, the African National Congress official who was released from prison last month. It was the second time that officials had refused permission for a rally at which Mbeki would speak. Organizers said they expected 50,000 for the rally Sunday, but police feared that at least 100,000 would show up at the 25,000-capacity stadium, and Cape Town Magistrate W. P. Theron refused to grant permission for the gathering.
