Britain and Spain have agreed to the joint use of Gibraltar’s airport, apparently clearing the way for airline deregulation and cheaper air fares in Western Europe. An European Economic Community proposal to deregulate air transport to bring down fares had been vetoed by Spain last June because the plan listed the Gibraltar airport as being under British control. Now, both Britain and Spain are expected to approve the 12-nation community’s deregulation plan when it is put before transport ministers in Brussels on Monday. Spain has long claimed sovereignty over Gibraltar, ceded to Britain by a 1713 treaty.
