Local News in Brief : Seal Beach : Cement Truck Upset, Blocks Freeway Lane

An overturned cement truck blocked a northbound lane of the San Diego Freeway near Seal Beach Boulevard, slowing commuter traffic for nearly three hours Wednesday morning.
The truck was backing up inside a freeway construction zone along the median strip at 6:30 a.m. when it hit a small barrier, California Highway Patrol Officer Howard Whitmore said.
The collision, combined with the motion of the truck’s turning cement drum, apparently was enough to topple the vehicle, Whitmore said.
The truck fell across the construction area’s cement and plywood barriers, striking the front end of a car traveling in the fast lane, but damage to the car was minor, Whitmore said.
