The Nicaraguan National Assembly approved a bill allowing the release of 984 political prisoners in a partial amnesty as part of an agreement for ending regional conflicts. The prisoners, mainly rebels, are to be freed today. Also included in the release are about 200 former members of the National Guard of the late dictator Anastasio Somoza. In announcing the partial amnesty on Nov. 5, President Daniel Ortega said Nicaragua could not free all of its estimated 4,300 political prisoners or lift a five-year-old state of emergency until the war against the Contras is over.
