The Sri Lankan Parliament, in the wake of widespread and often bloody protests, passed two controversial bills granting the Tamil minority limited autonomy in one-third of the country. President Junius R. Jayewardene’s United National Party pushed through the legislation despite protests by Sinhalese hard-liners, contributing to unrest in which almost 100 people have died this week. The legislation opens the way to formation of provincial councils in a unified north and eastern Tamil area and in each of the seven Sinhalese-dominated districts to the south.
