Spain has rejected as “insufficient” a U.S. offer to reduce the size of an Air Force fighter wing stationed outside Madrid by two-thirds, a prominent newspaper said. The daily El Pais said the Spanish defense minister, Narcis Serra, met with Defense Secretary Caspar W. Weinberger on Monday about deadlocked negotiations on reducing American military strength in Spain. They were attending a meeting of North Atlantic Treaty Organization defense ministers in Monterey, Calif. El Pais quoted sources it did not identify as saying that Weinberger offered to reduce the number of F-16s in the tactical fighter wing stationed at Torrejon Air Base outside Madrid from 72 to 24.
