Italian investigators impounded an Arab-owned freighter that had been held in the port of Savona for more than a week after customs officials discovered 14 tons of weapons aboard the vessel. Customs officials announced a week ago that they had found machine guns made in West Germany and unassembled machine-gun parts made in Belgium in sealed containers aboard the 9,700-ton Fathulkair, owned by the United Arab Shipping Co. of Qatar. The case took on a new dimension in recent days when pro-Iranian Kurdish guerrillas, who had kidnaped three Italian technicians in Iraq, threatened to halt negotiations on their release if the ship were allowed to leave Italy.
