The thrust of the two articles on arms control comment on two facets of the likely agreement on short-range and intermediate-range nuclear missiles.
Simes correctly notes that the agreement has no military significance, while Carroll focuses on the newer and more dangerous weapons that are being developed even as the negotiations show promise of success.
The most important result of an agreement will be the creation of a climate for more meaningful agreements on nuclear and conventional arms. Such agreements can enhance the security of both superpowers and will surely meet with worldwide appreciation.
