MCI Communications will bring human telephone operators on line early next year, a service its biggest competitor, American Telephone & Telegraph Co., has provided for more than a century. The second-largest long-distance telephone company behind AT&T;, MCI now has no operators for customers wanting to make collect or person-to-person calls. It does have operators for customer complaints. Operator-service calls make up a small percentage of long-distance business, or about $4 billion out of a total $50 billion in the United States, an MCI spokesman said.
