Dutch Cutting Budget

THE HAGUE — Dutch Finance Minister Onno Ruding has told Parliament that the government’s budget for 1988 will include $3.5 billion in spending cuts in a bid to trim the budget deficit to 7.2% of national income, it was disclosed Wednesday.
