A shipment of 500 U.S.-made scuba diving suits intended for Iran has been detained for eight months in Canada because of U.S. fears the suits may be used in planting mines in the Persian Gulf, Canadian officials said. The shipment was intercepted by customs officers at Toronto airport in December when they discovered it was not licensed, and it has been in storage since then pending a U.S. decision. The State Department said that under U.S. munitions law, exports with possible dual military and civilian uses require a license if they are shipped to countries, like Iran, that have sensitive relations with the United States.
