President Reagan’s chief spokesman branded congressional banking legislation “a very bad bill” and said Reagan’s advisers are recommending a veto. Marlin Fitzwater told reporters the proposal agreed to by House and Senate banking conferees “reverses and undercuts all the deregulation efforts the President has undertaken in respect to financial services during the last 6 1/2 years.”
