The mail handlers union and the U.S. Postal Service said they have reached a tentative contract agreement--the first postal settlement worked out without an arbitrator in 12 years. The three-year pact for the mail handlers division of the Laborers’ International Union of North America would cover 50,000 workers nationwide. The mail handlers union is one of three major postal unions whose contracts with the Postal Service expire Monday. The plan calls for an average annual increase of 1.6% over three years, said Moe Biller, president of the Postal Workers Union.
