The Senate gave final congressional approval to a $9.4-billion emergency spending bill laden with long-delayed farm aid after dropping its demand that the United States tear down its electronically bugged embassy in Moscow. “It’s like taking castor oil for me,” said Sen. Ernest F. Hollings (D-S.C.), who until moments earlier had fought for the complete dismantling of the diplomatic post. Instead, he agreed to the House position that work on the new building be halted until November while a new plan is developed.
