Michigan payments for poor women’s abortions were halted by a judge who agreed with an anti-abortion group’s interpretation of a new state law it had initiated. Ingham County Circuit Judge Robert Holmes Bell ruled that the law, which outlaws Medicaid-financed abortions unless the woman’s life is in danger, takes effect immediately and not next April as “pro-choice” groups had contended.
