Herbert Elish, 53, has been named chairman, president and chief executive of Weirton, W.Va.-based Weirton Steel Corp., effective July 31, succeeding Robert L. Loughhead, 57, who is retiring. Elish, who has been a director of Weirton since 1983, previously was senior vice president of Dreyfus Corp., a New York-based financial services firm.
