Texas State Comptroller Bob Bullock warned the Texas Legislature not to depend on a resurgence in oil prices to solve the state’s budgetary woes, including a projected revenue deficit of $6.5 billion and the governor’s threat to veto new taxes. Bullock spoke to a joint House-Senate meeting on the opening of the special session. He made no recommendations, although he has favored an expansion of the state sales tax.
