Vernon A. Walters, the U.S. ambassador to the United Nations, charged that several Latin American countries voted in support of Cuba on a U.N. human rights resolution in March after receiving threats from Cuban authorities. He said Cuba threatened to unleash “far-left elements” in these countries if they voted in support of U.S. efforts to bring Cuba’s rights record before the United Nations. The U.N. Human Rights Commission in Geneva voted 19 to 18 with 6 abstentions in support of a resolution aimed at keeping the Cuban rights issue off the U.N. agenda. Venezuela, Colombia, Argentina, Peru and Mexico voted with the majority.
