Gov. George Deukmejian is indeed planning well for the future of California. He is attempting to eliminate categorical educational programs, aimed at assisting students whose potential success in school is handicapped by physical, social and/or economic circumstances. It is doubtful that these youngsters can become functional, self-sustaining members of society without these specific programs.
However, the governor is most actively promoting construction of additional prisons in California. Thus, he is seeking to provide future homes for those he is depriving of education at this time.
No doubt, his present stance on education will result in an increase in future prison population.
