Dismissal from the force was recommended by a Los Angeles Police Department review board for Officer William E. Leasure, 40, who reportedly offered no defense to allegations that he had a stolen car while off duty. Leasure has been in custody since last May on charges of receiving stolen property in connection with an alleged yacht-stealing ring. Leasure’s wife, Assistant City Atty. Betsy Mogul, has been charged with perjury for allegedly submitting false information to the state Department of Motor Vehicles in connection with the purported yacht-theft scheme.
