Newport Beach police, assisted by officers from Costa Mesa and the Orange County Sheriff’s Department, arrested eight people as the law officers struggled to disperse about 700 youngsters who ignored a 10 p.m. curfew to gather near Balboa Pier. Authorities said it took 30 officers about 90 minutes to clear the crowd. One officer was punched and an empty police car was dented by repeated kicks. Witnesses said the disturbance apparently began when a young woman raised her blouse as she drove down the street in a convertible. Police said they plan to increase patrols during the remainder of the spring school break.
