New York City unveiled the nation’s first floating jail, a former Staten Island ferryboat anchored at Rikers Island, where 162 men will be held on the waters of the East River. Correction officials said the men held on the floating prison will be low-risk prisoners nearing the end of their sentences. They were expected to be imprisoned aboard the former Pvt. Joseph Merrill Jr. by this weekend.
