Canadian Prime Minister Brian Mulroney, pressured to make sweeping changes in his staff in an effort to bolster his government’s sagging fortunes, appointed a career diplomat, Derek Burney, as his new chief of staff in the latest of a series of changes among his top aides. The Mulroney government, shaken by a string of Cabinet resignations and allegations of corruption, has been trailing the opposition parties for months in the polls.
