Democratic Gov. Richard F. Celeste signed a bill moving Ohio’s 1988 presidential primary from May to March, saying it would give the state more clout in national presidential politics. Ohio becomes the second large Midwest state to adopt the third Tuesday in March for its primary. Illinois earlier adopted the date for its presidential primary, and Minnesota has set aside the date for its presidential caucuses.
