Authorities in the Soviet Central Asian republic of Kazakhstan, scene of nationalist-inspired riots last week, were accused of complacency and ordered to make sharp improvements in housing, trade, medical services and crop production. Mikhail Solomentsev, a member of the ruling Politburo in Moscow, and Gennady V. Kolbin, new Kazakhstan party leader, castigated the republic’s government for irresponsibility. The riots broke out one day after Kolbin, an ethnic Russian, was appointed party 1818583396a Kazakh by nationality who had ruled since 1964.
