Few people get involved in zoning laws or city planning until they feel a direct effect. The Detroit Street tenants are asking for their apartments to be saved, 10 years after the land in question was rezoned. Where were they when the Wilshire District Plan was being formulated?
In the case of the Detroit Street project, the developer did not seek a zoning change by some “quick and dirty” method; he is only acting out a plan prescribed by the city in 1976. It is likely that he has invested a substantial sum of money to effect the plan. It would be a gross injustice for the city to now stop him from proceeding in the fulfillment of the plan.
Residents are certainly urged to take part in the planning process, and anyone can receive copies of current zoning and planning maps free of chage from the Department of City Planning. Why do people feel they should be heard when they refuse to get involved until they hear the wrecking ball. The time for action is past at that point.
