Norwalk City Council Urges Closure of Cecilia Street Freeway On-Ramp

The Norwalk City Council adopted a resolution Monday asking the state Department of Transportation to close a southbound Santa Ana Freeway on-ramp.
Residents from Norwalk and Downey have approached their councils asking for support for the closure of the Cecilia Street on-ramp because of excessive speed and traffic safety concerns.
“What we’re getting there now is traffic and trucks. It has become quite a hazard,” said Barbara Duncan, who lives on Dollison Drive, the street leading to the on-ramp.
Ken Montgomery, Norwalk’s director of public works, said there is an alternate on-ramp on Florence Avenue. Since both cities would like to construct a sound wall along the freeway near the on-ramp, he said, the wall could be continuous if the on-ramp is closed. Otherwise, he said, the gap would allow more freeway noise to escape.
The Norwalk council also awarded a contract for engineering services for the sound walls, expected to be built in late 1987 or early 1988.
