OPEC ministers began informal meeting in Geneva in advance of their fifth conference this year on how to boost prices through production cuts in the face of a world oil glut. Last summer, the 13-member Organization of Petroleum Exporting Countries agreed to cut production to about 17 million barrels a day from 20 million, lifting prices a few dollars a bartrel. There have been reports that some members have cheated on permitted output levels, and the meeting will decide whether to extend or modify the arrangement.
