The Air Force set for Sept. 25 a public hearing on a planned radio network designed to function during and after nuclear attack. The Ground Wave Emergency Network would relay civil defense and military messages nationwide over low-frequency radio waves not affected by electromagnetic disturbance. Automated relay stations are to be operational at 127 locations by the late 1990s, an Air Force statement said. Some critics have expressed concern about harmful radio emissions; others have said that the relays would become targets in a war.
