As expected, a Senate-Assembly conference committee voted approval to a compromise landmark anti-litter bill that supporters believe will end the 20-year battle over refundable deposits on beer and soft-drink containers in California. The measure, by Assemblyman Burt Margolin (D-Los Angeles), would offer consumers a 1-cent refund on beer and soft drink cans and bottles that would climb as high as 3 cents by 1992, if a 65% minimum redemption rate was not achieved. “I think what we have here is something that is a good beginning,” Margolin told the committee. “After 20 years of rhetoric and debate, it’s worth seizing the opportunity to get the program under way.”
