High-level U.S. and Soviet delegations will meet in Washington on Sept. 5-6 to discuss pending arms control proposals and prospects for a second summit between President Reagan and Soviet leader Mikhail S. Gorbachev, Administration officials said. The meeting is a follow-up to one held between the two delegations earlier this month in Moscow. It was also reported that Soviet and U.S. officials have held private discussions on a possible date between Nov. 17 and Dec. 5 for the summit. This preliminary planning is based on the assumption that the summit would take place in Washington.
