The Soviet Union announced that it has appointed the director of a Leningrad nuclear station to head a new ministry for atomic energy, set up to prevent a repeat of the Chernobyl nuclear disaster that has claimed 28 lives so far. A Politburo report on a government commission’s investigation into the April 26 disaster said that the new ministry, to be headed by Nikolai F. Lukonin, is to monitor safety and “raise the standards of management and responsibility for the development of nuclear power engineering.”
