San Diego Mayor Maureen O’Connor won a last-minute victory Tuesday when the City Council approved a $637.5-million 1987 municipal budget that included $300,000 for an after-school recreation program O’Connor advocated as a mayoral candidate. During earlier budget discussions, the council ignored O’Connor’s request. But Tuesday, a week into O’Connor’s term, it reversed itself by transferring $300,000 to pay for the after-school activities. The money was allocated from $347,000 the council had set aside to upgrade the telephone network within city government.
